P1. "Cloud first" does not mean "cloud always"

The Division of IT is not imposing a mandate dictating that all computing workloads be run on the public cloud. We encourage service owners to consider the value-adding benefits of the public cloud as a first option when deploying new applications, and as an opportunity to realize operational and maintenance efficiencies over the lifecycle of existing applications. These considerations should be paramount if and when the legacy application architecture can be aligned to a pattern well-suited to the public cloud.
